Plugged IN Not Charging

Hi, I need some advice about my Dell Inspiron Laptop not charging. I have a new battery installed and for some reasons at times it appears to charge and at other times it's not charging. At this time the computer is on/plugged in and when I click the battery icon on the bottom task bar icon it states "22% available (plugged in, not charging)". I had the computer shut off, but plugged in and it didn't charge the battery. Any ideas as to where to start looking? I appreciate any advice.

It's not that bad.....I'm getting reacquainted with inner workings of the computer. At least this problem isn't so constricting as before. I went through all sorts of valuable learning on the last problem....it was a good experience, although frustrating at times! We'll see how this goes. Doesn't look like I have many options to fix this time!

Just to add to what rich has said. When you plug yourcomputer in does the screen go slightly brighter? On most laptops I have come into contact with the power connector on the laptop becomes weak.

Thanks for the response. Screen gets brighter when plugging power into the computer.

I tried recalibrating the battery.....ran it down until the computer shut it self off then recharged and no luck still no charge.....I'm at 3% battery now. I had this problem prior to the Vista install. I had to buy the battery so I could initially install the Vista OS....due to the reboot. The dead battery interfered with the reboot and it started the install from start every time. I guess I will try a new AC adapter. Another person stated there could be an issue with the motherboard....hope not.

The fact that the screen gets brighter is telling me that your adaptor is kicking out power, Before buying a new adaptor it may be a good idea to get someone with a multimeter to check the power output of the adaptor to its power rating that should be listed underneath. Or tell me the exact model of the adaptor and notebook and I will try and find out for you.

Power management software in Windows Vista

Understanding battery charging issues
If the notebook battery is not charging or the notebook does not indicate that the battery is charging, the most likely scenario is that the battery itself is operating correctly, but its power management software may have become corrupt. In order to correct the problem, you will need to uninstall and reinstall the power management software by using the Device Manager. This document will explain how to uninstall and reinstall the ACPI Battery listings in Windows Vista, as well as how to obtain and install updated BIOS files, if needed to correct other battery issues.
Uninstalling and reinstalling power management software in Windows Vista
In order to correct problems with the battery's power management software, follow the steps below.
1. Click Start and type device in the search field, then select Device Manager .
2. Expand the Batteries category.
3. Under the Batteries category, right-click the Microsoft ACPI Compliant Control Method Battery listing, and select Uninstall .
WARNING: Do not remove the Microsoft AC Adapter driver or any other ACPI compliant driver.
4. On the Device Manager taskbar, click Scan for hardware changes .
Alternately, select Action > Scan for hardware changes .
Windows will scan your computer for hardware that doesn't have drivers installed, and will install the drivers needed to manage your battery's power. Restart your computer. The notebook should now indicate that the battery is charging.

Is it a Dell branded battery, or a 3rd party maker? I've found aftermarket ones to work inconsistently. They are cheap enough to be attractive for the chance, as OEM batteries are way overpriced.
