As a test, see if right clicking on the program's shortcut and clicking on Run as administrator may help it run properly. If not, then you may also try a Compatibility Mode with it.

The program is travelmanager. I have right clicked on the short cut and then clicked run as administrator and it works. Thank you for your help.

You can use Compatibility Mode, and check the "Run as admin..." option so that you do not have to right click on the shortcut all the time.
