Recycle bin File is gone/ Deleting Files Hangs

Hey guys this is OrangeAngel, and for somereason my $Recycle.bin file in the C:\ is gone, i have hidden files on so i can see them but the Recyclebin File is not there. And also whenever i delete files anywhere it never stops deleting files and it gets stuck and then i have to go to the task manager and stop them from there. Help would be appreciated!!!
I use Windows Vista Home Premium 32bit if that helps at all.

Due to your problems, in addition to reccyle bin, you may need a system restore from before the problems began.

Try to restore the bin from above. If it does not work or it does work but you have other problems, use SR, from 3 days before the problems began

This didn't work, And the problems began awhile ago so the restore doesn't go that far back. The $Recycle.bin File is still not there so things that should go to recycle bin do not go there, And that is why i think the deleting/moving(cut(or copy)/paste) renaming all never finishes.

My problem is not that the recycle bin icon isn't there, the $Recycle.bin file isn't in the C:\ Drive, like it should be, and it causes nothing to go to the recycle bin. And i believe it's the reason why i can't delete files.
Edit: I found it but it is named $Recycle(0).bin and i can only see it if i save a file or open a file. But that leaves the question why my files don't delete.

None of the Methods did anything. The first one I tried and i did all the steps it didn't fix, I cant find $RECYCLE.BIN in my Windows Explorer or in WinRAR to delete it for Method 2 as i said before i can only see that it is there when i save a file, or am opening a file and most of the time that doesnt even make the file visible

Hello!

I have never done this before. However, there is certainly nothing to lose. I also didn't know how the Vista recycle bin actually worked. So I did some research. My research has shown me that on the %SystemDrive%, there is a hidden folder, with AD hiding as well, I believe. This can be re-created.

Inside that, there are Recycle Bins. These are unhelpful. However, what they actually are are just folders with SID names, with Desktop.inis inside to change the appearance and Properties. If this is all they are, then we can have a very good stab at recreating them manually. There is always the question of why Windows didn't recreate them manually, and maybe we can never get them to work, but we can see. :)

My first job is to find out the SIDs of all users on the computer. http://www.vistax64.com/tutorials/181765-elevated-command-prompt.html

Then copy and paste in: reg EXPORT "HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList" %UserProfile%\Desktop\SIDs.txt and press enter.

Copy and Paste between CODE tags the contents of SIDs.txt from your Desktop.

At that point, I shall re-create the entire RecycleBin folder for your computer.

Perfectly done! Congratulations! If this doesn't work, tell me, and I will have another try at it. Delete any $RECYCLE.BIN from your C:\ drive now. You only have one user account, as far as I can see? Download the attached zip file, and extract the $RECYCLE.BIN from it onto your C:\ drive. Once it is on your C:\ drive, open it, and confirm that it looks like a Recycle Bin, and not a folder. If it looks like a folder, tell me!

NOTE: This fix was created specifically for this user.

Right click on your Desktop > Refresh, and then give it a whorl!

Well I extracted it and put it in my C:/ Drive now it is there inside it there is another $RECYCLE.BIN folder and underneath there is a file that looks like a recycle bin ^.^ But what do i do with the old recycle bin that was on my desktop, i cant find the old file so there will always be a $RECYCLE(0).BIN folder in my C:\ Drive. And also i have 2 desktop.ini on my desktop now, I figure dont touch those, but one of the files are smaller than the other. Well Now i have a desktop.ini file in my downloads folder, i don't think i had one there before did that come with the download? And my deleting/moving/renaming problem wasn't fixed.
