i made a bootable usb flash with ubuntu, i putted in the pc and it didnt ask me if i want to boot from it - it just started doing something.

You can access all Windows files with a live Ubuntu cd and they get treated like any other

file. Could be worth a try.

And to put it on a USB use this.

You need to enter the bios menu to change the boot order to whichever you choose to make.

i changed it as usb flash drive the first when it starts booting.

Let us know what happens when Ubuntu is installed.
It works well with a CD.
You must boot from the CD. You must change the Bios, as suggested

its not installing. ive made a video of whats happening on my pcwhen the flash is inserted.

If it does not work with flash, try with a CD. You have two methods to try. I personally prefer the cd method. Change bios to boot from CD.
If the computer is not hosed and you set to boot from the cd, it will boot.

There are two ways to reinstall;
One with the install DVD or the method that I sent you before.
Using my method your stuff is gone
If you use the CD, your stuff will be gone, too.
You have to save your stuff now. I gave you a method and Ilikefree gave a method. If neither works, your computer may have hardware problems and you have to bring it into the shop.
If you use a flash drive, you must be sure that it is bootable.
