Setting up personalized settings for:
RunDll32 IEDSCS32.DLL, BrandIE4 SIGNUP

I got the above message after I logged in to Windows.
The screen was black out and the above message shown at top left corner.
It happened after I upgrade the IE to IE8.

How to resolve?

Is this the first and only time you have seen it?
Does the browser work, and are you able to configure it the way you want( like favorites, search provider, etc.)?

What you see is the initial settings for IE being setup and adding links for Microsoft,Bing,and a homepage.

I'm not aware the IE setup. After the IE upgrade, it told me to restart and I did.

Ahh....well, that's unexpected. This happens before you get to a login screen?

Everything else about this that I have read, leads to it starting up afterwards and nothing else. I wonder why it's not letting you get to login.

Can you at all get into safe mode?
I wondered MWRed if able to get into safe mode, maybe able to do sfc scan.
I thought, right or wrongly, that as it is dll files that are maybe the cause, trying to put the files back in order with sfc might work?
Don't know how you think?

I can go to safe mode. I went in and try to restore the system, but it said there is no restore points. What else can I do in safe mode?

Hi sam,
As you have tried system restore, without any luck.
Still in safe mode I think trying sfc /scannow would be the next step.

When the scan is finished if there are any errors then run it 3 times, restarting the computer each time.
As each time you run it, hopefully files will be repaired.
During the scans a log is produced, if errors have been found, please include the log in your next post.

everything ive found about it, it was doing that at startup and was fine. Its almost as if its unable to finish what its doing and is getting stuck.

I tried sfc as instructed. I did the sfc & restart 3 times. But, no luck that the problem still there. I attached the log txt hoping you can find something helpful.

I tried the "Selective startup using system config", but the problem still occur.

I have to make it clear that my computer can be booted up. The message appear only after I chose a user and entered the password. When the message shown, the screen is black out. I can go to "Start Task Manager" by pressing Ctrl+Alt+Del. In the Windows Task Manager, I can start a New Task (like control.exe, cmd.exe). So, I think there is some user files were corrupted and cause the problem.

I wonder if it'd be possible to figure out, it task manager, which process it is that is causing this, and kill it so you can at least get to the desktop and go from there.

I like you was hoping it was the answer, however it seems not.
It does as we have said previously looks like, data was corrupted in.during transition.
When you changed up to EI8, did you at all get any opportunity to look in Device Manager to see if any driver updates etc., were required?
Can you get into device manager, if so see if there are any small yellow warning signs, that would indicate that items need updating.
May have a bearing on untangling the 'corruption'.

Agreed, any info you can give may help, no matter how small the bit of info is.

We won't give up, and i'll be curious to find out what may be causing this problem.

Following Processes are running:

I went into the Device Manager and expanded each item, don't see any yellow warning sign.

If you think it is in the user accounts make another user account.
If the problem goes away you were right.

I login with other user, they all get the same rundll32 error.
I even tried to create a new user, it got the same message.
