I need to know the details for the other users as well - SYSTEM and Administrators should be Full Control and Read, while Users should be just Read

That looks normal - perhaps it's the permissions on the file itself that are the problem?

Please open an Elevated Command Prompt, and run the following commands...

ICACLS C:\Windows\System32\bfe.dll
ICACLS C:\Windows\System32\en-US\bfe.dll.mui

Turns out I was getting my OS's mixed up - the file exists in Win7 but not in Vista.

Let's see if there's an error or two elsewhere...

I hate it when I have to resort to 3rd-party tools....

Please download and install RegScanner from here.... RegScanner: Alternative to RegEdit find/search/scan of Windows

Once installed, please run and set the following settings in the popup window that will appear,

Find String - MPSSVC
Look at - tick all 4 boxes
untick everything else, except for
'Scan the following base keys' (and highlight ONLY the HKEY_LOCAL_MACHINE entry there)
'Exclude the following....' (leave the default entries there)
'Show found items during...'

Then click OK, and wait for the scan to complete. It will take a couple of minutes.
Once complete, click on View in the toolbar
Select HTML Report - All Items

A browser window will open with the details there - save the page as an .mht (Web Archive) file, then zip it and attach it to your reply.

With luck it's have the clue I need!

The bad news is that I can see nothing in there that gives me a clue as to what's causing the call to load MPSSVC as a driver rather than as a service.
The good news is that I can see nothing else wrong

I'm going to have to think about this!

Let's just check something...
Please open Device Manager.

Click on View in the toolbar, and click on 'Show hidden devices'

Look in the Non Plug and Play listing - are there any devices showing there with either yellow triangles or red crosses?
If so, right-click on each and select Uninstall. Disallow a reboot until the last has been uninstalled, then reboot TWICE, and post a new Farbar scan.
