Solved vista home basic cant manage hardware or run anything with system settings

This sounds like a hradware problem - have you disconnected all external devices? If not, please do so (printers, scanners, external HD, USB sticks, etc)

Possibly you need to run some diagnostics.
MemTest86+ - www.memtest.org - create the boot disk, and run continuous scans for at least an hour (preferably 4 hours)

Download the HD manufacturer's test utility and create the disk - then run both the quick scan, and the long scan. See if that finds any errors.

it is now fixed. i ended up in rage (pretty comical) taking my 2 laptops apart, and just throwing parts from one to the other. then i reloaded factory recovery setting and installed my graphics card. now i have a beautifully operating computer again. seems slower but there's a ton of junk ware still and its only the second start-up, so many updates to catch.

yes i am extremely happy! 3 sleepless nights and ended up being a simple hardware issue that never showed on any of the tests i ran.

just curious, but shouldn't this run much faster than windows7 when i have it cleaned up?

Speed wise really depends on your processor speed, number of cores, etc. As far as OS speed, if the hard drive is defragged , and cleaned of temp files and such and you have good amount of useable Ram available , mere microseconds will be unnoticeable .

As long as your main partition is large enough, leave the sims 2 partition as it is. We have tutorials on extending partition, changing size and etc. For now, i would not mess with it.

Not surprising that you're happy - hardware problems can be a b*tch to solve!

As far as speed vs Win 7 is concerned, generally, my experience is that Win 7 will run slightly faster than a fully-updated Vista on the same hardware (but a LOT faster than Vsita RTM) - especially if the RAM is restricted.
